Raju: (Still in standing position), Matyalaraju Revu Sir.
(Chairman is writing something. Other members are keenly watching the candidate.)

Member 2: Please take your seat.
Raju: Thank you, sir.

Chairman: Mr. Revu, You did B.Tech from REC Warangal, ME from IISc, Bangalore. But why did you do diploma?
Raju: Sir, After completion of my 10th class, based on my financial background, my father joined me in polytechnic. After completion of polytechnic, we do get jobs. Also, since I will get scholarship, the amount of money spent on me is less.

Chairman: That means you will get job after diploma.
Raju: Yes Sir, I got a private job. Company is Cain energy limited.

Chairman: Then, why did you join B.Tech?
Raju: Sir, After completion of my diploma, I wrote ECET and I got state 1st rank. So I convinced my father that I will join REC which is a premier Engineering institute in our state.

Chairman: Then, you joined ME because your father insisted on that?
Raju: No Sir, It is based on my project guide ճ suggestion.

Sir, infact there are two streams to enter into B.Tech. One through EAMCET after Intermediate and other is through ECET. After ECET...

Chairman: What question I have asked?
Raju: Sorry Sir, you have asked me why I joined ME after B.Tech.

Chairman: OK. Then stick on to the question.
Raju: Sir, I am explaining it.

Chairman: Be specific.
Raju: OK sir, during my final year I got all India rank 3 in Gate. My guide on knowing this result suggested me to join IISc. He further told that this is the golden opportunity for me. ԉf you miss it you will not get it again! ՠ he told sir. Then, I informed about my career option as civil services. He then convinced me by saying that I can write civil services after M.E. also.

Chairman: That means you are preparing for civil services while you are in IISc?
Raju: I beg to differ with you sir. I started my preparation only after completion of M.E.

Chairman: You have written that you joined Railways in September 2004. That is of which exam?
Raju: Sir, This is based on IES-2003.

Chairman: That means you are in IISc.
Raju: Sir, I completed my second semester at that time.

Chairman: That means you have prepared for IES in IISc.
Raju: Sir, I have given IES in my own background i.e., Electrical Engineering. Hence I need not prepare much for this exam. I just gave the exam.

Chairman: For how many years you are in Railways?
Raju: Sir, I joined Railways on September 2004. Then I took leave for 1 year, i.e., leave on loss of pay.

What?

A penalty is imposed on questionably low-priced imports, to escalate their price in the importing country and therefore to protect domestic industry from unfair competition.

Why?

  • Because, to rectify the trade distortion effect of dumping and re-establish fair trade.
  • WTO under the GATT (General Agreement on Tariff and Trade) allow their member countries to take specific decision on imposing such anti-dumping duty to ensure fair trade rather than protecting domestic industry.

Example:

Steel sector in India was facing severe loss for past 3-4 years due to very low price imports from china. Prices of steel plummeted in the international market due to lower demand and excess capacity of Chinese steel manufacturers. Scenario was such bad that many steel companies across the globe including India were facing huge economic loss and even some defaulting cases in India.

Further, reason for such a low steel prices was found out to be over subsidised production in china. Therefore to counter such predatory pricing many countries including India has adopted the Anti-dumping duty therefore raising the cost of import and therefore the final prices. The result of which seems effective from the recent quarter results of steel companies where most of them either government controlled (SAIL) or public limited companies (Tata Steel, Jindal etc.) have shown huge profits and reversal of economic activity.

:: Changes in Budget Making ::

Budget is a socio economic document which is gien under Art 112 of Constitution. The budget is prepared by the budget division in department of economic affairs, Ministry of Finance. Budget making itself is not a one day issue, it passes through various stages. In total Budget goes through following processes. First to come up is Formulation of Budget, then budget would be approved by the legislature, finally the execution and auditing of the Budget ammount takes place. Process of budget making itself takes more than six months. The five year plans are referred to discuss the gross budgetary support from the union government to support the annual plans. The real test of the budget maker is to pass the legislation which fiscally disciplines the government. The fiscal responsibility and Budget management (FRBM) act sets the target of keeping the revenue deficit nil and fiscal deficit below 3%. The process of budget takes final shape in around month of January when the revenue. By convention the union budget is presented on the last day of February in the Lok Sabha. The budget is tabled at the Rajya Sabha only after the finance minister completes its speech in the Lok Sabha. A broad discussion takes place at this stage without any voting. Then the house is adjourned.

The Union Cabinet has approved the proposals of Ministry of Finance on certain landmark budgetary reforms relating to (i) the merger of Railway budget with the General budget, (ii) the advancement of the date of Budget presentation from the last day of February and (iii) the merger of the Plan and the Non-Plan classification in the Budget and Accounts. All these changes will be put into effect simultaneously from the Budget 2017-18.
The arrangements for merger of Railway budget with the General budget have been approved by the Cabinet with the following administrative and financial arrangements-

1. The Railways will continue to maintain its distinct entity -as a departmentally run commercial undertaking as at present;
2. Railways will retain their functional autonomy and delegation of financial powers etc. as per the existing guidelines;
3. The existing financial arrangements will continue wherein Railways will meet all their revenue expenditure, including ordinary working expenses, pay and allowances and pensions etc. from their revenue receipts;
4. The Capital at charge of the Railways estimated at Rs.2.27 lakh crore on which annual dividend is paid by the Railways will be wiped off.
5. Consequently, there will be no dividend liability for Railways from 2017-18 and Ministry of Railways will get Gross Budgetary support.
6. This will also save Railways from the liability of payment of approximately Rs.9,700 crore annual dividend to the Government of India;

The presentation of separate Railway budget started in the year 1924, and has continued after independence as a convention rather than under Constitutional provisions.

मोदी सरकार“ शहीद” मान सकती है भगत सिंह, सुखदेव और राजगुरु को

  • भगत सिंह, सुखदेव और राजगुरु तीनों को ही अभी तक दस्‍तावेजों में शहीद का दर्जा नहीं मिला और इसकी तैयारी में केंद्र सरकार जुट गई है। गृह मंत्रालय ने इस चीज को लेकर काम शुरू कर दिया है।
  • भगत सिंह को शहीद घोषित करने को लेकर डाली गई आरटीआई पर मनमोहन सरकार के कार्यकाल के दौरान राज्‍य सभा सांसद केसी त्‍यागी ने 2013 में सदन में यह मुद्दा उठाया था।
  • भगत सिंह की उस पिस्तौल की प्रदर्शनी लगाई गई थी जिससे उन्होंने ब्रटिश एएसपी ऑफिसर जॉन सैंडर्स को 17 दिसंबर 1928 को गोली मारी थी। लगभग 90 साल बाद भगत सिंह की पिस्तौल को स्टोर रूम से निकालकर इंदौर स्थित सीएसडब्ल्यूटी सीमा सुरक्षा बल के रेओटी फायरिंग रेंज में डिसप्ले पर लगाया गया था।
  • पीएम नरेंद्र मोदी ने भी अपने रेडियो शो ‘मन की बात’ में भगतसिंह, सुखदेव और राजगुरु का जिक्र किया था। उन्होंने कहा था कि भगतसिंह, सुखदेव और राजगुरु के बलिदान की गाथा को हम शब्दों में अलंकृत नहीं कर सकते। तीनों वीर आज भी हम सबकी प्रेरणा के स्त्रोत हैं।

नरेंद्र मोदी सरकार ने की नेपाल से डील

  • सार्वजनिक क्षेत्र की इंडियन अॉयल कॉरपोरेशन ने सोमवार को नेपाल के साथ एक समझौते पर दस्तखत किए, जिसके तहत वह पड़ोसी देश को अप्रैल 2017 से लेकर मार्च 2022 तक ईंधन उत्पादों की आपूर्ति करेगा। भारत का इंडियन अॉयल कॉरपोरेशन 1974 से ही नेपाल को ईंधन और एलपीजी की सप्लाई कर रहा है।

  • आईओसी नेपाल को सालाना 13 लाख टन की ईंधन सप्लाई करेगा और 2020 तक वह सप्लाई को दोगुना कर देगा।

  • नेपाल ने अॉयल कॉरपोरेशन (NOC) ने चेतावनी दी थी कि वह आईओसी-एनओसी के बीच समझौते में एक नया क्लॉज डालने जा रहा है, जिसके तहत अगर आईओसी उसे ईंधन सप्लाई करने को लेकर सुनिश्चित नहीं करता तो वह दूसरे देशों से भी ईंधन खरीद लेगा।

  • भारत इस बात पर राजी हुआ है कि अगर वह ईंधन उत्पादों की सप्लाई करने में नाकाम रहता है तो वह नेपाल को मुआवजा भी देगा।

SC says using Aadhaar is a voluntary excercise

  • Supreme Court said obtaining the 12-digit Unique Identification number, which requires the holder to part with his personal bio-metric data, and using it to avail himself of government subsidy was a voluntary exercise.

  • The court’s observations follows a series of recent government circulars making Aadhaar mandatory to access welfare schemes like Mahatma Gandhi National Rural Employment Guarantee Scheme and Employees Pension Scheme.

  • The government has made Aadhaar compulsory for beneficiaries, many from the poorest of the poor, despite a Constitution Bench of the court directing the government in October 2015 that a citizen cannot be compelled to have Aadhaar as a pre-condition to access Centrally sponsored welfare schemes.

  • In short, the court had made it clear that the government was not free to discriminate between a person who has the Aadhaar card and one who does not.

  • However, a Bench found no fault with the government’s choice to make Aadhaar mandatory for “non-welfare” activities like opening a bank account or filing Income Tax returns or applying for a mobile connection.

  • The recently-passed Finance Bill made Aadhaar mandatory for filing tax returns and getting a permanent account number (PAN).

  • The court’s observations came during a mentioning for an early date for hearing pending petitions raising the issue of Aadhaar as a violation of the citizen's privacy. The court, however, did not agree for an out-of-turn hearing.

  • The monsoon is likely to be “below normal” in 2017, says Skymet, a private weather forecasting company.

  • The rains from June to September are likely to be 95% (with an error margin of 5%) of the long period average (LPA) of 887 mm.

  • Gujarat, Konkan, Goa, central Maharashtra, Karnataka, Kerala and Tamil Nadu will get rainfall below their normal quota. The chances of drought, or rains below 10% of the seasonal quota, are about 25%.

  • Over the past three months, international weather models have been warning of an El Nino, characterised by the warming surface waters in the equatorial Pacific, during the latter part of the year, which is known to cause poor rainfall six out of 10 times.

  • However, a favourable form of a current in the Indian Ocean, called the Indian Ocean dipole, is widely expected to counter the effects of the El Nino during the monsoon.

  • Greater clarity on this will emerge only after April, say forecasters of the India Meteorological Department (IMD). The IMD’s estimate is expected next month.

  • At present, the IOD is in the neutral phase, but weather models are indicating that it may become positive during the second half of the monsoon.

  • By then, the El Nino might also start reflecting its position, which, as per weather models, has over a 60% chance of coming into existence.

  • Pre-monsoon rain would be less during April, eventually leading to intense heating of the land mass, and will likely pick up pace during May, a Skymet press statement said.

i) Written test will be held on 6th May 2017 (Saturday) between 10.00 am to 12.00 noon. Test would be objective type of 100 questions, from last one year’s Current Issues.

iii) On the basis of marks obtained in written Examination ,100 Candidates will appear in interview on 7 th May (Sunday) from 10 AM onwards ,when all original documents will be checked.

C . i) Selected outstation candidates have to report at Samkalp Bhawan. R K Puram , New Delhi latest by 12.00 noon on 23rd June 2017.
ii) Expenses on to and fro travel ,boarding and lodging at New Delhi, have to be borne by the candidates only.

2. Students belonging to SC/OBC, having total family income from all sources of Rupees 6lakhs or less per annum will be eligible for benefits under this scheme. For the purpose income declaration of self employed parents/guardian should be in the form of a certificate issued by Revenue Officer not below the rank of Tehsildar.

Employed parents/guardians should obtain income certificate from their employer, thereafter employed parents/guardians should obtain consolidated certificate from Revenue Officer for any other additional source of income, or give a self declaration if they have no other income other than from employment.
