Economic survey points out positive s and negatives

  • The government’s Chief Economic Adviser said there was a sense of anxiety about the economy’s prospects following demonetisation and stressed the need to allay the fears of an overzealous tax regime in its aftermath.
  • Mr. Subramanian termed the move to cancel the legal tender nature of high-value currency notes a “radical currency-cum-governance-cum-social engineering measure to permanently and punitively raise the cost of illicit and unaccounted transactions or kala dhan (black money).”
  • “Bank credit growth has come down, two-wheeler sales have come down. There will be an impact on GDP. But the question is how much,” he said.
  • The Survey pegs economic growth in 2016-17 at 7.1%, but this is based mainly on information for months before the November 8 demonetisation of Rs. 500 and Rs. 1,000 notes.
  • This is half a percentage point lower than the 7.6% growth last year, but the CEA warned that comparisons attributing the difference in growth numbers to demonetisation alone would be foolhardy.
  • Mr. Subramanian declined comment on the design and implementation of demonetisation, but did speak on the costs, and long-term benefits of what was “an unusual and unique monetary experiment” aimed at a structural break.
  • After a temporary slowdown in GDP growth, the Survey expects the economy to return to normal, once the scrapped currency is replaced by March.
  • In the long run, tax revenues and GDP growth would be bolstered on account of greater tax compliance and a reduction in real estate prices.

Animal Husbandry: A Breathing Diligence of Cultural Heritage

Animal husbandry is an art of breeding and rearing animals for the benefit of human society. The word 'Animal Husbandry' applies primarily to cattle or dairy cows, buffalo, chickens, goats, pigs, horses and sheep. Today, even animals like donkeys, mules, rabbits and insects such as bees are being raised as part of it. In fact, rearing of animals is an age old practice of Indian culture. During different phases of cultural revolutions, animals have embossed their importance through their of contribution in human livelihood. Many ancient historical monuments and the findings at excavations of old civilizations have proved the intense relations of animals with human since before the beginning of its written documentations. The ancient symbols of prestige and power had mostly decorated in the form of animal sculptures, which undoubtedly denotes the cultural worth of animals in India. Consumption of varieties of animal flesh has been documented as a common practice in various ancient literatures.

The multidimensional potential of various animals has been an ever attracting feature that has created an inevitable bond of relation with Indian economy. Livestock sector has been renowned as a back bone of Indian agriculture. Apart from the supply of consumable milk, meat, eggs as a protein source for ever increasing Indian human population, animals not only been contributing to concrete the animal based industries by producing hide, fibre, wool, bone meal, blood meal, but also been boosting Indian traditional art and crafts by providing feathers, hooves, horns etc. The drought power, Bio-gas, dung cakes utilised in rural India, have their own landmarks by saving considerable amount of fuel and electricity and thereby contributes in pollution control up to some extent.

सुप्रीम कोर्ट ने अपराध के दोषियों पर आजीवन चुनाव लड़ने पर रोक लगाने पर केंद्र से मांगा जवाब

  • किसी अपराध में दोषी पाए गए लोगों पर आजीवन चुनाव लड़ने से प्रतिबंधित करने के मामले में सुप्रीम कोर्ट ने केंद्र सरकार से जवाब मांगा है। अदालत ने सरकार से कहा है कि केंद्र सरकार से सात दिनों के भीतर हलफनामा दाखिल करके जवाब पेश करे।

  • मौजूदा समय मे दोषियों के छह वर्ष चुनाव लड़ने पर रोक है। जिसे चुनौती देते हुए भाजपा नेता और सुप्रीम कोर्ट के वकील अश्विनी कुमार उपाध्याय ने कोर्ट में एक याचिका दाखिल की। जिसके तहत दोषी ठहराये जाने वाले लोगों के आजीवन चुनाव लड़ने पर प्रतिबंध की मांग की गयी। साथ ही जनप्रतिनिधियों, नौकरशाहों और न्यायपालिका से जुड़े लोगों के आपराधिक मुकदमे को एक साल में निपटाने को लेकर विशेष अदालतों के गठन की मांग की गयी है।

  • कोर्ट की पिछली सुनवाई में चुनाव आयोग की ओर मामले में हलफनामा दाखिल करके याचिकाकर्ता की मांगो का समर्थन किया है। चुनाव आयोग ने माना कि राजनीति में अपराधीकरण रोकने के लिए ऐसा करना जरूरी है। हालांकि आयोग ने कहा कि चुनाव लड़ने के लिए न्यूनतम शैक्षणिक योग्यता और अधिकतम आयु सीमा तय करने का क्षेत्र विधायिका के अधिकार क्षेत्र में आता है। ऐसे में इसके निपटारे के लिए कानून में संशोधन की जरुरत करने की बात कही।

गुजरात के यूनिवर्सिटी ने वैदिक ऋषियों को बताया रॉकेट-हवाईजहाज का जनक

  • गुजरात के वडोदरा स्थित महाराज सयाजीराव यूनिवर्सिटी (एमएसयू) द्वारा विश्वविद्यालय की डायरी-प्लानर में प्राचीन भारत के ऋषियों को रॉकेट, हवाईजहाज और न्यूक्लियर टेक्नोलॉजी इत्यादि का जनक बताने पर पूर्व छात्र और नोबेल पुरस्कार विजेता वेंकटरमन रामकृष्णन ने कहा है कि “इससे यूनिवर्सिटी और देश की बदनामी होगी।”

  • वेंकटरमन रामाकृष्णन को राइबोजोम की संरचना पर उनके शोध के लिए साल 2009 में रसायन विज्ञान का नोबेल पुरस्कार मिला था।

  • यूनिवर्सिटी ने अपना वार्षिक डायरी-प्लानर में प्राचीन भारत का विज्ञान में योगदान का जिक्र करते हुए वैदिक ऋषि भारद्वाज को “रॉकेट और हवाईजहाज का आविष्कारक”, आचार्य कणाद को “न्यूक्लियर टेक्नोलॉजी विकसित करने वाला”, सुश्रुत को “कॉस्मेटिक सर्जरी का जनक”, कपिल मुनि को “ब्राह्मण्ड विज्ञान का जनक”, चरक ऋषि को “औषधि विज्ञान का जनक” और गर्ग मुनि को “नक्षत्र विज्ञान का जनक” बताया गया है। विश्वविद्यालय के डायरी-प्लानर में वेदों में वर्णित ऋषियों-मुनियों के साथ ही आधुनिक भारतीय वैज्ञानिकों जेसी बोस, विक्रम साराभाई और सीवी रमन का भी उल्लेख है।

IAS interview (2nd attempt) on 21 March 2013 in the afternoon session. My interview was in Vijay Singh board. The board was very cooperative but I heard from one of the candidates on my table that he does not give good marks. I thought to face it and show my worth without thinking how many marks he is giving. I had already faced several interviews earlier for various jobs (including one of K K Paul Board in UPSC for Indian Statistical Services) so I did not have any interview fear.

I was the only candidate in that interview room who was in a semi- formal dress. My shirt was of dark greenish colour with red lines (not sober as all the other candidates were wearing, but I was looking good in that shirt), I was the only person who was not wearing a tie and was wearing a semi- formal shoe. I am telling all these because candidates fear this interview a lot and wear formal dresses, tie (some even suits in the summer) in the hope that this will make an impression on the board. My experience says that it does not matter at all (But it does not mean that you wear jeans and T-shirt).

I was the second candidate to be called in. A girl came out of the interview room smiling and told me that the board is very nice. I was not scared but this relaxed me completely. Before I proceed with the interview, I should inform you that I am a Ph.D. in Statistics, had my optional subjects as Statistics and Philosophy and my hobbies are mountain trekking in Sahyadri and playing bridge.

Government Plan Programme Policies for UPSC Exam

India face problems related to Infant mortality and Maternal mortality at a large scale. India also receives highest number of deaths in many acute diseases. There are various reasons for these problems but most important among them is that in India expenditure on health in very less percentage of the GDP. While in USA it is close to 14 percent in India it is close to five percent. Among this percentage government spending of health is close to one percentage only. This puts an added burden on the public to spent from their pocket. And in a country where large section of population is poor this burden is unsustainable. In last few decades economic growth of India has been very good but resultant public spending on the health sector has not improved much. The growth of India’s economy now permits this long overdue increase in public financing of health. Good health has implications for development of countryas well.

The Government has launched ‘Jan Aushadhi Scheme’ to make available quality generic medicines at affordable prices to all, especially the poor, throughout the country, through outlets known as Jan Aushadhi Stores (JASs). Under the Jan Aushadhi Scheme, the State Governments are required to provide space in Government Hospital premises or any other suitable locations for the running of the Jan Aushadhi Stores (JAS). Bureau of Pharma PSUs of India (BPPI) is to provide one-time assistance of Rs.2.50 lakhs as furnishing and establishment costs, start up cost for setting up a Jan Aushadhi Outlet. Any NGO/Charitable Society/Institution/Self Help Group with experience of minimum 3 years of successful operation in welfare activities, can also open the Jan Aushadhi store outside the hospital premises. A margin of 16% on the sale price is built in the MRP of each drug.

In addition, the JAS are eligible for incentive linked to sale of medicines @ 10% of monthly sales amount, subject to a ceiling of Rs.10,000/- pm for a period of first 12 months. In case of Stores opened in North Eastern States and other difficult areas i.e., Naxal affected areas/Tribal areas etc., the rate of incentive is15% of monthly sale amount, subject to a ceiling of Rs.15,000/- per month. At present more than 175 Jan Aushadhi Stores have been opened across various States/UTs. JAS are opened on the locations as requested by the entity intending to open. The steps are also taken to open Jan Aushadhi stores in all AIIMS, prominent Hospitals, Medical Colleges under the Ministry of Health & Family Welfare.

It is a 5-year campaign that aims to mobilise 100 million youths and children for 100 million underprivileged children across the world to end child labour, child slavery and violence against children and promote the right of every child to be safe, free and educated over next five years.

History

In passing amendments to the child labour (Prohibition and Regulation Act) 1986 instead of banning child labour completely it allowed children to work in family enterprises and reduced the list of banned jobs from 83 to just 3. With India’s wide and lose kinship structure this provision can be easily misused. This has opened the backdoor for children to be forced in the workforce.

The campaign has been launched by President Pranab Mukherjee on his 81st birthday and organised by Nobel peace prize winner Kailash Stuart's Children’s Foundation at Rashtrapati Bhavan.

कोयला घोटाला में CBI के पूर्व निदेशक की याचिका सुप्रीम कोर्ट में खारिज

  • सुप्रीम कोर्ट ने 24-03-2017 को पूर्व सीबीआइ निदेशक रंजीत सिन्हा की याचिका खारिज कर दी। इसमें कोयला घोटाले के मामलों में जांच को प्रथम दृष्टया बिगाड़ने के आरोपों की जांच करने के लिए विशेष जांच दल (एसआइटी) गठित करने के शीर्ष अदालत के आदेश को वापस लेने की मांग की गई है।

  • शीर्ष अदालत ने कोयला ब्लॉक आबंटन मामलों में जांच को बिगाड़ने के लिए सिन्हा द्वारा पहली नजर में अधिकारों का दुरुपयोग करने के आरोपों की जांच के लिए 23 जनवरी को विशेष जांच दल (एसआइटी) के गठन का आदेश दिया था। सुप्रीम कोर्ट ने कहा था कि सीबीआइ के मौजूदा निदेशक एसआइटी के प्रमुख होंगे, जो एजंसी के पूर्व विशेष निदेशक एमएल शर्मा की अध्यक्षता में सुप्रीम कोर्ट की ओर से गठित समिति की रिपोर्ट को देखेंगे।

  • एनजीओ कॉमन कॉज की ओर से वकील प्रशांत भूषण ने सिन्हा की दलील का विरोध किया और कहा कि पूर्व सीबीआइ प्रमुख को आरोपों पर जवाब देने का अवसर नहीं दिया गया। भूषण ने आरोप लगाया कि सिन्हा ने जांच को बिगाड़ने का प्रयास किया था और कुछ ऐसे आरोपियों से मुलाकात की थी जिन पर कोयला घोटाले के मामलों में जांच चल रही थी।

पाकिस्तान-बांग्लादेश की सीमाएं होंगी सील

  • ग्वालियर के टेकनपुर में सीमा सुरक्षा बल (बीएसएफ) के पासिंग आउट परेड में हिस्सा लेने पहुंचे केंद्रीय गृह मंत्री राजनाथ सिंह ने देश की सीमाओं को सील किए जाने का ऐलान किया है।
  • गृह मंत्री सिंह ने कहा, “देश की सीमाओं की सुरक्षा में सीमा सुरक्षा बल अपनी जिम्मेदारियों का बखूबी निर्वहन कर रहा है। यही कारण है कि बीएसएफ के प्रति देश के लोगों का विश्वास और भरोसा बढ़ा है।”
  • गृह मंत्री ने कहा, “सीमाएं सील की जाएंगी। जहां फेंसिंग हो सकती है, वहां फेंसिंग की जाएगी और जहां यह नहीं हो सकेगा, वहां तकनीक का सहारा लिया जाएगा।”
  • देश में बढ़ती नक्सली घटनाओं पर उन्होंने कहा, “बीते ढ़ाई-तीन वषोर्ं के दौरान नक्सलवाद में 50 से 55 प्रतिशत की कमी आई है। पहले देश के 135 जिले नक्सल प्रभावित थे, जो वर्तमान में 35 जिले रह गए हैं। इन जिलों में भी नक्सली घटनाओं में कमी आई है।”
  • उन्होंने कहा, “राज्य सरकारें अपनी जिम्मेदारियों का बखूबी निवार्ह कर रही हैं। इसमें केंद्र सरकार पूरी मदद दे रही है। अर्धसैनिक बलों की 100 से अधिक बटालियन इन क्षेत्रों में तैनात हैं।”
