भारत के संविधान में अनुच्छेद 280 के अंतर्गत अर्ध न्यायिकनिकाय के रूप में वित्त आयोग की व्यवस्था की गई है । इसका गठन राष्ट्रपति द्वारा हर पांचवें वर्ष या आवश्यकतानुसार उससे पहले किया जाता है ।

संरचना

वित्त आयोग में एक अध्यक्ष और चार अन्य सदस्य होते हैं, जिनकी नियुक्ति राष्ट्रपति द्वारा की जाती है । उनका कार्यकाल राष्ट्रपति के आदेश के तहत तय होता है । उनकी पुनर्नियुक्ति भी हो सकती है ।

प्रसूति प्रसुविधा संशोधन विधेयक 2016

  • लोकसभा में आज प्रसूति प्रसुविधा संशोधन विधेयक 2016 पर विचार करने के बाद इसे ध्वनिमत से पारित कर दिया। राज्यसभा में इसे पहले ही पारित किया जा चुका है।
  • सदन में श्रम एवं रोजगार मंत्री बंडारू दत्तात्रेय ने विचार के लिए रखते हुए कहा कि गर्भवती एवं शिशु के जन्म के कल्याण का विषय अत्यंत गंभीर मामला है। श्रम हालांकि समवर्ती सूची में आता है लेकिन नरेंद्र मोदी के नेतृत्व वाली राजग सरकार गर्भवती महिलाओं, माताओं एवं बच्चों की देखरेख, पोषण आदि के बारे में प्रतिबद्ध है।
  • उन्होंने कहा कि इसी को ध्यान में रखते हुए प्रसूति प्रसुविधा विधेयक 1961 में संशोधन किया गया है और महत्वपूर्ण पहल की गई है। इसका लाभ खान, फैक्टरी, बागानों, दुकानों आदि में काम करने वाली महिलाओं को मिलेगा जहां 10 या इससे अधिक कर्मचारी काम करते हैं।
  • दत्तात्रेय ने कहा कि इसमें प्रसूति लाभ को बेहतर बनाने हुए मतृत्व अवकाश की अवधि को दो बच्चों तक 12 सप्ताह से बढ़ाकर 26 सप्ताह करने का प्रस्ताव किया गया है।
  • विधेयक में दो बच्चों के बाद प्रसूति अवस्था में मातृत्व लाभ 12 सप्ताह रहने की बात कही गई है। इसमें यह भी प्रस्ताव किया गया है कि नियोक्ता एवं कर्मचारी की सहमति से गर्भवर्ती महिला घर से भी काम संपादित कर सकती हैं।

भारत में मिला शुतुरमुर्ग का पहला डीएनए फॉसिल

  • मध्य प्रदेश से प्राप्त अंडे के शेल से वैज्ञानिकों ने डीएनए फॉसिल को प्राप्त करने में सफलता प्राप्त की है। इस शोध को आठ मार्च को प्रसिद्ध जर्नल "प्लॉस वन" में प्रकाशित किया गया है। डीएनए से इस बात की पुष्टि हो गई है कि भारत में शतुरमुर्ग अफ्रीका से आए थे।

  • 35 हजार साल पुराने शुतुरमुर्ग के अंडे से वैज्ञानिकों ने डीएनए फॉसिल प्राप्त करने में सफलता प्राप्त की है।

  • डॉ. वाजपेयी ने कहा कि यह अत्यंत महत्वपूर्ण शोध है, जिसे आईआईटी रुड़की, हैदराबाद की सेंटर फॉर मॉलीक्यूलर बायोलॉजी के सहयोग से किया गया है। शोध करने वाली टीम में डॉ. सुनील वाजपेयी के साथ-साथ नीरज राय, गिरिराज कुमार, पारुल अग्रवाल, कुमार स्वामी थंगाराज व विकास प्रूथी शामिल थे।

  • वैज्ञानिकों ने इसके लिए कंफोकल लेजर स्कैनिंग माइक्रोस्कोपी (सीएलएसएम) का सहारा लिया।

  • Chief Election Commissioner of India (CEC) Nasim Zaidi has said that long-drawn-out, multiple-phase polls are here to stay because of the use of Central police forces for the conduct of free and fair polls.
  • Dr. Zaidi said it was the “anxiety” over the use of State police, and the preference for Central police forces by political parties, candidates and even voters that had led to this state of affairs.
  • Our elections have become heavily dependent on Central forces as people have their own reservations about the State police. The Commission, therefore, over the years, has come to depend on Central police forces.
  • Our anxiety and the anxiety of political parties that all polling stations should be covered by Central police has led to this situation.
  • There have been examples in the past that voters too feel that to truly ensure an unafraid exercise of franchise, Central forces are required.
  • Keeping all that in mind, there is no way out but to conduct polls in phases. Our voters have shown unprecedented enthusiasm, so they are, at least, not fatigued by the length of the poll.

The editorial in Organiser, ‘Guarding the republic in information age,’ says that India has evolved in the field of politics, economy and social sector, “but in the information age where knowledge is power, strategically we still have to accept the new responsibility for guarding our republic”. The editorial notes that in the 21st century, a “military war is a rare possibility” as “ we are constantly at war in the information age”. Nations are strategising and “there are new technologies controlled by private players, new actors beyond state apparatus, new ideologies that are driving people across boundaries… This is an invisible war which we are fighting at military, technological and intellectual levels,” it says. Noting that Pakistan is “playing a mischievous game of hacking against Bharat”, the editorial says that “there is a need for greater participation of technocrat soldiers”. “Cybermobilisation is another modus operandi that is visible across the world,” it says. “Bharat has been witnessing many information and disinformation campaigns that are triggering turmoil in regions like Jammu and Kashmir and the north-east,” the editorial says, adding that “the most treacherous part of this new-age war is the emergence of intellectual warfare inflicted through information”.

Public audit is a vital instrument of ensuring supremacy of Parliament over executive and enforcing public accountability. Public audit institutions developed over time to help legislatures to implement the power of the purse. This power had two essential elements: the granting of the moneys and supervision of the expenditure. State audit in its present form was introduced first time in Great Britain as an integral part of parliamentary control over national finance with the enactment of Exchequer and Audit Department Act in 1866.Thc Act required all departments for the first time, to produce annual accounts known as appropriation accounts. The act also established the position of Comptroller and Auditor General (C&AG) The results of C&AG’s investigations were considered by a dedicated parliamentary committee called the Committee on Public Accounts thus establishing a circle of parliamentary financial control.

The system of Government accounting and auditing and the organizational of the Indian Audit and Accounts department (IAAD) as it exists today in our country is the legacy of British rule.CAG is the head of the Indian audit & Accounts department.

The Indian Constitution gives special status to Comptroller & Auditor General (C&AG as laid down in Articles 148 to 151. The Act gives authority to C&AG to audit all expenditure from and receipts into the consolidated fund of India and the States. It also authorises C&AG to audit the receipts and expenditure of bodies or authorities substantially financed by loans or grants from Union or State or Union Territory. Article 151 of the Constitution prescribes that Audit Reports on the accounts of Union and the States be submitted to Parliament /State Legislature.

The importance of the Institution of CAG is such that it needs to be ensured independence for effective functioning. There are several provisions enshrined in the Constitution to safeguard his independence.

  • He is appointed by the President of India by warrant under his hand and seal and his oath of office requires him to uphold the Constitution of India and the laws made there under

  • He can be removed from office only on grounds of proven misbehavior or incapacity after an address by both Houses of Parliament supported by a two-thirds majority.

  • His salary and conditions of service cannot be varied to his disadvantage after appointment.

  • He shall not be eligible for further office under the Government of India or of any State after recruitment.

  • His administrative powers and the conditions of service of persons serving in the Indian Audit and Accounts Department shall be prescribed by rules made by the President only after consulting him.

  • The administrative expenses of his office are  charged  upon the Consolidated Fund of India and are not subject to beg voted by Parliament.

Although India has a federal setup, the Constitution provide for a unitary audit by the Comptroller & Auditor General, who conducts audit of the accounts of both the Union and State Governments.

परिचय

पृथ्वी सौरमण्डल के नौ ग्रहों में से एक ग्रह है।

सौरमण्डल में पृथ्वी का विशिष्ट स्थान है क्योकि सौरमण्डल के सभी ग्रहों मे से पृथ्वी ही एक ऐसा ग्रह है जहाँ पर जीवन पाया जाता है। अंतरिक्ष से देखने पर पृथ्वी एक नीले तथा चमकीले गोले के समान दिखाई देती है। इसका मुख्य कारण यह है कि भूतल का अधिकांश भाग जल से घिरा हुआ है जिसका रंग नीला होता है। पृथ्वी की उत्पत्ति, आकार, विस्तार तथा इसके खगौलीय संबंधों के बारे में प्राचीन काल के विद्धानों ने अलग अलग विचार व्यक्त किए।

Factual Premises and Value Premises

Herbert Simon is widely known for his model of rational decision making. Imagining the environment of the decision maker as set of premises upon which decisions are based, Simon makes a distinction between two kinds of decision premises: factual premises and value premises. The factual premises are subject to empirical testing for finding out their validity, whereas the value premises are not subject to such tests. The former are concerned with the choice of means, the latter with the choice of ends of action. To quote Simon:

A rational decision, under the circumstances, can be looked at as the right conclusion derived from these two kinds of premises-the value premises and the factual premises.

The behaviour alternative model differs from the traditional ends-means approach where “the initial stipulation of ‘ends’ forecloses unduly the courses that are considered, and to some extent draws the official’s attention away from the actual situation in which he is placed.”

The task of decision involves three steps: (1) the listing of all the alternative strategies; (2) the determination of all the consequences that follow upon each of these strategies; (3) the comparative evaluation of these sets of consequents.”

Theory of Bounded Rationality

In construction his model, Simon conceives administration largely in terms of planning. The administrator, in taking decisions, must weight the pros and const of this action. His administrative man comes close to the concept of the rational economic man that seeks to maximize net satisfaction.

The Rajya Sabha passed the The Enemy Property bill

  • The Rajya Sabha passed the The Enemy Property (Amendment and Validation) Bill, 2016, in the sixth attempt after ordinances were passed to keep the Bill alive, following fierce objections by the Opposition parties.

  • The government’s determination to pass the Bill was evident as 10 Union Ministers were present in the House to ensure that it was passed.

  • The 49-year-old law was amended to guard against claims of succession or transfer of properties left by people who migrated to Pakistan and China.

  • The Bill, which amends the Enemy Property Act, 1968, was passed by the Rajya Sabha despite the Opposition demanding deferring of the debate on the draft legislation for a threadbare deliberation next week.

  • The measure was passed by the Lok Sabha in March last year. After this, the Rajya Sabha had sent it to a select committee, following whose recommendations, the government had moved a number of amendments to it.

  • Earlier when the Bill was taken up in the Upper House, Congress leader Jairam Ramesh said “many senior members including the Leader of the Opposition are not present in the House for a variety of reasons.

  • Elaborating on the measure, he said it was a principle that the government should not allow commercial interests or properties of an enemy country or its citizens.

  • Mr. Jaitley said the right of the enemy property should vest in the government of India and not in the heirs of the citizens of the enemy countries.

  • The amendments proposed include that once an enemy property is vested in the Custodian, it shall continue to be vested in him as enemy property irrespective of whether the enemy, enemy subject or enemy firm has ceased to be an enemy due to reasons such as death.

  • The new Bill ensures that the law of succession does not apply to enemy property; that there cannot be transfer of any property vested in the Custodian by an enemy or enemy subject or enemy firm.

  • Also the Custodian shall preserve the enemy property till it is disposed of in accordance with the Act.

  • The amendments are aimed at plugging the loopholes in the Act to ensure that the enemy properties that have been vested in the Custodian remain so and do not revert to the enemy subject or firm.

  • The Bill also prohibits civil courts and other authorities from entertaining disputes related to enemy property.

Linking the Godavari with the Penna on the cards

  • Highly advanced LIDAR (Light Detection and Ranging) Survey will be taken up by Water and Power Consultancy Services (India) Limited to prepare a Detailed Project Report (DPR) for supplying Godavari water directly to Rayalaseema.

  • The State government is going whole hog for planning and executing another major interlinking of rivers project that is expected to cost Rs. 80,545 crore.

  • After successful linkage between the Godavari and Krishna rivers through the Pattiseema project, now the government is embarking on linking the Godavari with the Penna.

  • The project envisages transporting 20 tmcft from Godavari River to two reservoirs – the existing Somasila Reservoir in the Penna river basin and a new reservoir at Bollapalli.

  • The project report prepared by the AP Hydrology Department was selected over the one prepared by WAPCOS.

  • The 320 tmcft of water will be transported from Godavari with the aid of 700 km of canal, nine lift irrigation schemes, three old reservoirs and one new reservoir, three tunnels and one aqueduct across the Krishna river.

  • With the aid of 664 km of canal, one new reservoir and four old reservoirs to be taken up at an estimated cost of Rs. 1,05,625 crore.

  • Commonwealth trade summit concluded on Friday as Ministers from across the bloc committed to boosting intra-Commonwealth trade in the face of the growing clamour for protectionism globally.

  • India, meanwhile, announced a summit on trade amongst Commonwealth SMEs (Small and medium-sized enterprises) in May.

  • The meeting of SMEs from across the Commonwealth, an initiative of the Commonwealth Secretariat, and the Ministry of Commerce, will take place in New Delhi.

  • One of the ideas being considered is that of a Commonwealth ambassador, who will be commissioned to identify tangible ways in which trade among Commonwealth nations could be promoted and raised to around $1 trillion.

  • The role would lie within the Commonwealth Enterprise and Investment Council, headed by Lord Marland, who also hopes that a “Commonwealth Accord” is achievable.

  • The accord is a standard of rules — based on the shared experiences, rules and regulations — that could be subscribed to, and which, Lord Marland added, would help SMEs looking to enter new markets.

  • The trade meeting has gained increased significance as the United Kingdom seeks to increase its trade links beyond the European Union, while India also looks at the Commonwealth with renewed focus.
